Race Ranking: 10
It's worth remembering that no Senate race in this state has been won by more than 54 percent since the '70s. That fact alone suggests that Democratic challenger Kay Hagan probably wins 45 percent simply by running a competent campaign. But that extra 5 percent is the difference between a competent and a flawless campaign -- plus getting some breaks from the GOPer. Dole hasn't given Hagan any obvious opportunities yet.
