This may simply be a race that was over the day Jeanne Shaheen announced her bid, given that incumbents with double-digit polling deficits pretty much never win. On the other hand, it's possible that --Republican John-->Sununu is simply biding his time and saving his money for a late blitz against the former governor. Perhaps his model is Richard Burr's 2004 bid in North Carolina, in which Burr trailed Erskine Bowles until Labor Day only to pile on at the end. Of course, the environment in New Hampshire in 2008 is not the same as it was in North Carolina in 2004.
