In 2010, "super PACs" played a huge role, spending millions of dollars for and against Democratic and Republican candidates. In 2012, their influence is only going to grow. One campaign finance lawyer recently suggested that more than $1 billion will be spent by these outside groups alone. But recent events have left the rules for these groups in question.
